Community Development Block Grant Program Notice of Public Hearing for 2024 Annual Action Plan

 A final public hearing on the Plan has been scheduled at 7:00 PM on July 9, 2024, at the Municipal Building.  

Introduction

The Annual Action Plan for Franklin Township has been prepared as required by the U.S. Department of Housing and Urban Development (HUD). This represents the proposed spending plan for the second year of funding for the 2020-2024 Consolidated Plan. Currently, the Township participates in the Community Development Block Grant (CDBG) program and the Somerset County HOME Consortium.  Regulations require the preparation and submission of an Annual Action Plan which is available on the Franklin Township website at https: www.franklinnj.org. A hard copy of the draft plan will be available at 475 Demott Lane, Township Clerk’s Office.  The Action Plan establishes a one-year plan that outlines the specific intended use of resources.   Comments will be received from June 4, 2024, through July 8, 2024. 

Citizens who wish to express their views on the Plan can do so by sending comments to the Office of the Township Clerk at the Township of Franklin or to the email address of deborah.mitchell@franklinnj.gov. All citizen comments will be considered in preparing the Final Plan.  A summary of these comments or views, and a summary of any comments or views not accepted and the reasons, therefore, will be attached to the final Action Plan. Information on the past use of funds, and the amount of funds in the proposed program to be used for activities benefiting low and moderate-income people is also available in the Office of the Township Clerk during regular business hours. 

Summary of the Plan Development Process

As part of the Plan development process, public hearings were held on February 13, 2024, and March 28, 2024.  The purpose of the public meetings was to obtain the views of citizens, public officials and agencies and other interested parties regarding the housing and community development needs of the jurisdiction and to review past performance.  A final public hearing on the Plan has been scheduled at 7:00 PM on July 9, 2024, in the Municipal Building.  A resolution authorizing the submission of the 2024 Action Plan is scheduled to be adopted by the Township Council on July 9, 2024, at their regularly scheduled meeting in the Township Municipal Building. The Action Plan must be submitted no later than August 16, 2024.

Available Funds

The Township will receive entitlement funding in the amount of $331,646 for the fiscal year 2024. No program income is anticipated. The Township anticipates any excess program funds or program income, if received will be utilized to fund housing activities.
