Overview of Proposal:

(FERC Docket No. CP17-101)

Goal of Williams/Transco for the Northeast Supply Enhancement Project (NESE)

  • Deliver 400,000 dekatherms/day of natural gas to NYC

  • Williams/Transco already has a commitment from National Gas to buy this gas

In Pennsylvania, they plan to add:

  • a 10.2-mile, 42-inch pipeline loop of Mainline D in Lancaster County, PA; and

  • a 21,902 horsepower electric-powered compressor unit at STA200, Chester County, PA (where there’s already 13 compressor units)

In New Jersey & New York, they plan to add:

 

Raritan Bay Loop Pipeline

Sayreville, NJ into & under Raritan Bay

Madison Loop Pipeline

Old Bridge & Sayreville, NJ

 

 

23.5-mile, 26-inch loop (0.16 mile onshore and 23.33 miles offshore) of Transco’s Lower New York Bay Lateral from Mile Post 12.00, southwest of the Morgan Meter & Regulator (M&R) Station in Sayreville, NJ to the Rockaway Transfer Point in New York State waters +a 2,375’ CP Power Cable

 

3.4-mile, 26-inch loop of Transco’s Lower New York Bay Lateral from Compressor Station 207 at Mile Post 8.57 in Old Bridge to Mile Post 12.00, southwest of the Morgan M&R Station in Sayreville                                                                                                                          

 Compressor Station 206 Franklin Township (Somerset County)

 

New compressor station consisting of two natural gas-powered turbine-driven compressor units planned to be built on a 52-acre lot -total horsepower: 32,000

Two 50-foot smokestacks where:

  • Exhaust Exits At 210,000 cubic feet per minute
  •  Exit Temperature Is 849.2 degrees fahrenheit

Emissions include:

  • 13 pounds of carbon monoxide per hour
  • Ammania, formadehyde, benzene, and other toxic airborne carcinogenic chemicals

Williams/Transco claims that 117.2 acres of seafloor will be directly impacted by construction activities:

82.6 acres for the pipeline installation & vessel anchoring/mooring + 36.6 acres to dredge for backfill

Construction of offshore pipeline

  • 9 months (quarter 2 of 2019 to end of 2019) is the current proposal

  • 7 days per week, 24 hours per day (weather permitting)

*Short portions will be completed separately; need to follow restricted times for to fish or shellfish harvest areas and/or spawning & larval periods.

Note: This is the adjusted (current) proposed route due to anchorage issues. Now = 17.38 miles in NY waters.
