Concealed Carry

The process for applying to obtain New Jersey Firearms Identification Cards and/or Permits to Purchase Handguns is now online. Please follow the below instructions for the Firearms Reporting System (FARS).

FARS Application Procedures for Applicants

Step 1: Visit the following website- https://www.njportal.com/njsp/fars. You can also locate this application on the New Jersey State Police Website.

Step 2: When you log on, you must enter the Franklin Twp. Police Departments ORI number-NJ0180800

Step 3: Complete the online application. Please complete the application using a desktop or laptop computer. Avoid using smartphones or tablets as the system will not properly transmit your information. If you are a first time applicant, you must have access to a printer in order to print the Identigo Fingerprint Form. When completing the application you will need the correct email addresses of two (2) reputable references. The FARS system will email them the reference questions to be answered.

You will be receiving automated email updates throughout this new process. Please check your junk email folder along with your regular email folder for updates.
The online application is applicant driven. Please ensure that you have entered the best phone numbers/email addresses for yourself and your references.
If you have resided outside of NJ within the past ten (10) years you must respond to the police records window and sign a consent for Mental Health Records Form.

Step 4: You will need to submit payment at the police department for your Identification Card and/or permits. ID cards are $50.00 and Permits are $25.00.

Proof of residency within Franklin Township must be provided in order to receive your Identification Card and/or permit. Proof of residency can be established with a valid government issued identification showing your New Jersey residence in Franklin Township or a government issued tax record or government issued utility bill (i.e. water bill from Franklin Township).

This process only applies to those individuals who are applying for their Firearms ID Card and/or permits to purchase. All other applications (Retired officers, carry permits, etc.) are still being processed via paper applications. Feel free to contact the Franklin Twp. I recently received my New Jersey Firearms Purchaser Identification Card and would like to purchase a handgun from friend and/or acquaintance. Do I need a Permit to Purchase a Handgun?

Yes. You are required to possess a valid Permit to Purchase a Handgun in order to purchase a handgun from a friend and /or acquaintance. The only circumstance not requiring a Permit to Purchase a Handgun is when the firearm(s) is inherited from a deceased individual.
I am seeking employment with a non law enforcement agency or employer that requires me to obtain a New Jersey Firearms Carry Permit for work. How do I apply for a New Jersey Firearms Carry Permit?

My relative is deceased and I have inherited his firearms. Am I required to obtain a New Jersey Firearms Purchaser Identification Card and/or a Permit to Purchase a Handgun to take possession of them?

The State of New Jersey does not require you to possess or obtain a New Jersey Firearms Purchaser Identification Card and / or Permit to Purchase a Handgun to take possession of inherited firearms; however, you can not take possession if you would be disqualified from owning or possessing firearms subject to N.J.S.A. 2C-58-3. We highly recommend that you voluntarily register all the firearms with the State of New Jersey utilizing the Voluntary Form for Firearms Registration. This can be located at Firearms Forms to Download | New Jersey State Police (nj.gov) (Form S.P 650).
What is the cost for a New Jersey Firearms Purchaser Identification Card and/or a Permit to Purchase a Handgun?

The Franklin Township Police Department charges $50.00 for a New Jersey Firearms Purchaser Identification Card and $25.00 for every Permit to Purchase a Handgun. Please be advised that all Firearms Purchaser Identification Cards and Permits to Purchase Handguns are now electronic.

Upon completion of your FARS Application in https://www.njportal.com/NJSP/fars., you will receive access to your Firearms Purchaser Identification card in your approval email. You will also receive confirmation of your E-Permits in your approval email, and you should provide that email to a NJ retail firearms dealer who will have access to execute your E-Permit.
Do I need to be fingerprinted?

If you have never been fingerprinted before for firearms purposes, you will need to go for fingerprinting. Upon completion of your FARS application submitted on https://www.njportal.com/NJSP/fars , Follow the instructions / link in your confirmation email to schedule your fingerprint appointment. However, if you have been fingerprinted before for firearm purposes, upon completion of this form and payment, you will have completed both the Firearms Application and 212A requirements.

My Permit to Purchase a Handgun is about to expire. Can it be renewed?

Permits to Purchase a Handgun expire 90 days after being issued. Permits that have not been used and will expire can only be extended ONCE for an additional 90 days from the original date of expiration.
Do I have to be a United States citizen to apply for a New Jersey Firearms Purchaser Identification Card and/or Permit to Purchase a Handgun?

No, however, non-U.S. citizens must provide a copy of their Permanent Resident Alien Card.
